Job Summary:
Under the general supervision of the Director of Administration and Finance, responsible for all budgeting, financial reporting, analysis, forecasting, and coordination of local accounting activities and processes at the Janelia Farm Research Campus (Janelia) site. This includes management of Janelia’s Financial Analysts. Provide strategic support to Janelia’s senior leadership through the analysis of current operations and new initiatives, preparation of the annual budget, and oversight of the preparation of quarterly financial forecasts. Ensure that equipment justifications, expense reimbursements, check requests and other documentation at the site is processed timely, accurately and in accordance with HHMI policies and procedures. Ensure that Janelia’s financial and reporting staff operates efficiently and delivers high-quality, customer-oriented support to the staff and visitors at Janelia. Disseminate, communicate, and implement HHMI’s financial policies and procedures to Janelia staff. Create and implement Janelia-specific financial and reporting policies and procedures as needed. Serve as liaison with Headquarters Finance, Budgeting, and Accounting Departments (HQ Finance) regarding budget and financial reporting matters. This position directly supervises up to four staff members and consultants in the Janelia financial analysis group.

Bachelor’s degree in Finance, Accounting, or other relevant field; MBA and/or CPA strongly preferred.
Ten to twelve years of increasingly responsible experience in Finance/Accounting or Business Planning environment. Minimum of five years in a supervisory role overseeing Financial Analysts.
Experience in financial analysis and modeling required.
Experience with accounting or reporting system installation and in a start-up organization preferred.
Experience with PeopleSoft or comparable accounting system;
Able to communicate effectively with individuals at all organizational levels; strong interpersonal skills.
Strong organizational, analytical and financial modeling skills.

Strategic Support. Provide financial reporting and analysis to enhance the quality of decision making at Janelia. Act as a resource for senior management on Janelia’s financial status by: reviewing all financial reports and analyses for accuracy and appropriate presentation; identifying and reporting on spending trends; monitoring budget variances and alerting management on potential issues of overspending; providing recommendations on how funds should be allocated across programs based on spending; and preparing financial modeling and ad-hoc financial analysis as necessary. Prepare materials (presentations and reports) for presentation to Janelia senior management and HHMI senior executives. Ensure accuracy of information reported. Identify and incorporate new measures/benchmarks into the planning and monitoring of Janelia financial activity.
Management. Ensure that all budgeting, financial reporting, data analysis and local accounting activities are completed in an accurate and timely manner. Manage and provide guidance to Janelia financial analyst staff on all financial matters. Mentor staff; provide supportive structure for analyst team. Manage Janelia finance staff effectively to achieve Janelia’s objectives. Allocate staff resources in a way that provides flexibility based on changing priorities. Ensure issues or questions regarding financial transactions and reimbursements are resolved promptly and appropriately.
Finance. Oversee the purchase approval process. Ensure that purchases are reviewed and approved in accordance with Janelia-specific and HHMI policies and in a timely manner. Monitor capital expenditures, approve equipment and supply purchases. Coordinate with Facilities department to ensure appropriate accounting for construction costs and that costs do not exceed approved amounts. Coordinate all accounting and financial activities with HQ Finance such as department and chart of account requests.
Liaison. Serve as liaison with HQ Finance on all Finance-related issues and participate as Janelia Finance representative in HQ Finance-sponsored initiatives. Build strong relationships with Lab Heads and department managers and coordinate with the various labs/departments, ensure that staff builds good relationships and communicates timely with various labs/departments. Serve as resource to other managers at Janelia by answering Finance or Accounting questions, serve as a subject matter expert on JFRC- and HHMI-related policies, and assist in budget preparation. Work as part of a team to achieve overall objectives. Work closely with all departments/managers to gather information needed to prepare projections, solicit input and feedback on proposed changes to Finance processes and implementation of budget or reporting software.
Project Management. Implement and maintain budgeting software to support the budgeting process at Janelia. Implement and maintain budget and operational reporting at Janelia (“Reporting Project”), which may include a financial system re-configuration and selection and implementation of financial reporting tool for Janelia. New reporting should allow for consolidation of information from multiple systems and web access to reporting which includes graphical representation of data. Ensure initiatives are completed on schedule, within budget and meet the objectives of the various programs and senior staff of Janelia; ensure HQ Finance reporting requirements are met. Provide status reports and appropriately escalate issues to Director of Finance and Administration on the assigned projects. Coordinate to resolve issues with JFRC management and HQ Finance, as appropriate. Coordinate schedules and timelines for management review and approval of quarterly forecasts and annual budgets. Serve as Project Manager for future finance projects as needed.
Audit. In coordination with Director of Administration and Finance, review processes and transactions for compliance with Janelia-specific and HHMI policies and procedures, report issues and correct processes as needed. Coordinate internal and external audits.
Reporting and Analysis. Manage the preparation of monthly, quarterly and ad-hoc reports and analyses. Review reports and analyses for accuracy, reasonableness, completion and proper documentation. Ensure the reconciliation of and integrity of data from multiple source systems. Proactively identify, research and resolve data integrity issues and/or inconsistencies across areas. Ensure that data conversions related to Reporting Project are accurate, reasonable, and will maintain relevant associations among expense categories, departments, and programs; ensure year-to-year comparison will be relevant. Propose report formats for print and web; work with JFRC Management and HQ Finance through design and implementation.
Policy and Procedure. Assist the Director of Finance and Administration in the identification, creation, and implementation of Janelia-specific financial policies and procedures, such as equipment justification, relocation, reconciliation of occupancy payments, check requests, and travel reimbursements. Provide support to Janelia management on policy interpretation. Ensure policies and procedures promote efficient operations and support Janelia’s mission; provide recommendations on process improvement. Communicate policies and procedures to Janelia employees, as appropriate. Ensure compliance with all Janelia-specific and HHMI policy
Customer Service. In all areas, provide assistance with a high customer-service orientation. Instill this expectation and reinforce this attitude among co-workers, vendors and staff; propagate Janelia culture.
